That's because distinct to GTS is a focus on educational experiences that empower or transform participants to make a strategic difference in their contribution to their work and society. This focus determines how we consult, construct and deliver educational experiences.

GTS (formerly known as Government Training Services) is a non-profit organization established in 1976 to provide conferences, workshops, consulting and project management exclusively for educational purposes and exclusively for public sector and non-profits in Minnesota. We bring 34 years of talent and experience to the table.

Our primary activities fall into three categories:

• Start to finish, “turn-key” conference or workshop planning and implementation
• Developing and managing long-term training and skill development projects
• Specialized short-term consulting projects ranging from conducting needs assessments for associations to facilitating citizen engagement projects

Located in St. Paul, GTS is the only organization in Minnesota with a mission dedicated to meet educational needs of public sector and non-profits - and their collaborators in other sectors. Our clients include elected officials, staff and advisory commission members across the broad spectrum of 3600+ local jurisdictions, regional and state entities. This dedication is officially recognized by the State of Minnesota. The State Legislature has enacted and renewed legislation requiring state agencies to consider using services of GTS before contracting with other outside vendors for similar services.

To meet these goals, GTS provides a broad range of programs and services including conferences, workshops, management of ongoing training projects, facilitation of local citizen engagement and specialized consulting initiatives. Between 4,000 and 8,000 individuals are involved in 60 to 80 program days each year. GTS combines knowledge of public sector issues and the inner workings of public and non-profit agencies with the ability to produce top-quality educational programming that is on target for the intended audiences and the desired objectives. In addition, its expertise and experience in facilitating collaborative initiatives is of significant value for intergovernmental and multi-sector projects.
