Continuing its long tradition of presenting superior and timely legal education, the Minnesota City Attorneys Association is pleased to present the agenda for its 2011 Educational Conference. This 1-½ day event will be held at the Hotel Sofitel in Bloomington.

Topics to be covered were identified by a group of city attorneys (practicing in both the civil and criminal arenas) from throughout the state. Such local planning guarantees that the issues to be addressed are relevant to all Minnesota municipal attorneys whether you work in (or with) metro or non-metro, OR large or small communities. The experienced array of experts presenting the conference sessions will certainly rise to the level of even the national CLE events—while never abandoning their in-state perspectives!

Among the topics to be addressed during the Friday sessions are:

  • Employee discipline
  • Condemnation
  • Risk management in city contracts
  • Interest arbitration
  • Quasi-judicial capacity of Council Members
  • Variances

The Planning Committee is particularly pleased to present two sessions this year for which bias credit application has been made to the Minnesota Bar Association. U.S. District Court Judge Donovan W. Frank and Ana Voss from the U.S. Attorney’s Office will present an update on the Americans with Disabilities Act on Friday afternoon. Saturday morning will begin with a return of Trent Barstad (a presenter at the 2010 event during the Criminal Law Update) providing all Conference attendees with a better understanding of mental disorders AND providing tips and resources available to make your interactions with these individuals more productive on both sides!

Saturday will conclude with a return of the ever-popular Short Shots. While each of the topics deserve attention, they require a short amount of time; so hang onto your hats as the information will come fast and furiously! A team of legal experts will present concise, 15-minute updates on: utility billings & bankruptcy law, changes to competitively bid project agreement, use deed reform, election ballots and much more. There will also be some time available at the end of the morning for questions and open discussion.
